  1. PREPARATORY
  • The list of identified districts/ blocks and village clusters to promote FPO formations will be shared with NGO to commence the operation.
  1. MOBILIZATION
  • Awareness Generation: Organize farmer meetings in catchment villages (8 to 10) of identified cluster. Interested & likeminded farmers to be identified during the meetings.
  • Finalization of Board of Directors (BoDs): From the catchment villages Board of Directors to be identified as per following criteria/guidelines like (i) 5 Promoters and 5 Directors, (ii) Min. 1 Women Director (mandatory as per government norms), (iii) Preferably one of the promoters/directors should have B.Sc. Agriculture background to avoid input license related issues after formation of FPC and (iv) Documentation of BoDs e.g. for DSC & DIN, Farmer/Producer Certificate etc.
  1. INCORPORATION
  • The FPOs to be registered only under Companies Act, 1956 (amended in 2013) and not under any other applicable law such as Cooperatives Act/Societies Act
  • Opening of Bank Account of FPC and filing of INC-20A form for Commencement of FPC
  • Conduct Board Meeting for Auditor, CEO & Accountant appointment & related RoC compliances
  • Membership Drive (as per as per 10k FPO Scheme guidelines – min. 300 farmers)
  • Ensuring digital adoption for FPO and member farmers (min. 300 farmers)
  1. CAPACITY BUILDING

               NGO should conduct minimum following trainings (but not limited to):

  • Training for BoDs covering (a) Promoter Orientation, (b) FPC Formation Process & Expenses, (c) Membership Allotment & Documentation, (d) Business Potential (e) Govt. Schemes
  • Training for BoD/CEO/Accountant/other functionaries covering (a) Roles & Responsibilities, (b) FPO Functioning & Management, (c) Regulatory Compliances & Record Keeping
  • i Training on Business Planning, Quality Testing, Procurement Process & Digital Platform
  • Training on Convergence of Govt. Schemes & SFAC Equity Grant Credit Guarantee Fund
  1. BUSINESS PLANNING & INCUBATION
  • Preparation of Business Plan with 5 years of projected financials to avail various govt. schemes
  • Documentation and facilitation for securing GST license, Udyam Aadhaar, Mandi License/DML and Input Licenses (Seeds, Fertilizers & Pesticides) for FPC (FPC to incur the cost, if any)
  • Assist FPOs in availing Equity Grant, Credit Guarantee Facility and benefits under different Central / State Government Scheme / Programme
  1. LEGAL & REGULATORY COMPLIANCES
  • Assist FPO in complying to all regulatory guidelines (till the tenure of NGO) including (a) conducting timely Board Meetings and getting Board Resolutions, (b) Professional Tax Enrollment Certificate (PTEC) and/or Professional Tax Registration Certificate (PTRC) (as applicable in the state), (c) Filing the MSME Form-1 (if applicable), (d) Filing of AOC-4 and MGT-7 form on MCA portal (if applicable)
  1. REPORTING
  • Data/information collection and sharing in the required format and submit monthly progress reports
